Overview
The PDRMA Risk Management Services (RMS) Department provides loss control consultation
and education and training to members. This service is instrumental in the development,
implementation, and monitoring of each member’s loss control program,
and collectively in reducing the losses associated with the parks and recreation
industry. PDRMA has emphasized loss prevention since its inception in 1984.
It has proven that well conceived measures can dramatically reduce losses, and
significantly lower membership insurance costs. The RMS department recognizes
the importance of sharing knowledge and experiences amongst all members.

Loss Control
Review
PDRMA's Loss Control Review is a comprehensive analysis
of a member's implementation of PDRMA's Loss Control
Guidelines. The Review process is spread out over a year and entails a minimum of three visits by RMS Staff. In completing the Review process, Staff takes a
comprehensive yet flexible approach, recognizing the
unique differences among PDRMA member operations.
RMS Staff determine the extent and
effectiveness of each member's implementation of the
Loss Control Guidelines.

PDRMA
recognizes its members each year for their efforts and achievements in risk
management. Each member receives a plaque and a cash incentive based upon
the following percentile scores:
Level A
95% to 100% - $1,500
Level B
90% to 94.99% - $1,000
Level C
85% to 89.99% - $500
Special awards are made to the member attaining the highest overall score,
the highest score by a new member (less than 3 years), and for the most
improved score.
Also, for members who achieve PDRMA's highest award, accreditation, individual incentive gifts are awarded to all full time staff.

Risk Management
Grant Program
PDRMA has designed the Risk Management Grant Program to help members develop and implement successful and cost effective loss prevention programs and share these ideas with other PDRMA members. Grant proposals are submitted to the Risk Management and Technical Advisory Committee which chooses up to two $2,500 grants to award each Fall.

Staff
All RMS Staff have earned degrees and professional designations in Safety and related
fields. The staff have a variety of professional work experiences. In fact, a few of the staff were previously employed by PDRMA members. Each staff person is involved in their own continuing education to ensure the latest knowledge of parks and recreation risk management.

Property
Loss Control
PDRMA contracts with its property insurance company and a fire
protection engineer to provide jurisdictional boiler inspections and new construction plan review. Further, PDRMA has developed a Sprinkler Impairment Program to monitor fire suppression systems while they are temporarily inoperable. PDRMA also has available a Hot Work permit system to reduce the possibility of accidental fires while welding and using torches.

Aquatics
Risk Management
As part of the proactive approach to aquatic risk management, PDRMA has developed an aquatic audit financial reimbursement plan for members who successfully pass aquatic audits conducted by Ellis and Associates or the Starfish Aquatics Institute.
PDRMA has also been involved in the development of a lifeguard vision screening program in conjunction with the Visual Fitness Institute.

Member site visits
PDRMA risk management consultants provide a range of on-site services
for the membership. The following highlights a few of the more commonly requested
and performed services.
Hazard Survey
(Illinois Department of Labor-Type Inspection)
The Hazard Survey is a "walk-through" inspection of a member’s
buildings and related work areas to check for unsafe conditions and unsafe employee
behaviors based on the standards set forth by the Illinois Department of Labor.
As hazards are identified, they are discussed with the member representative
and documented in a written report.
Safety Committee Meetings
PDRMA Risk Management Services staff will attend a member’s safety committee
meeting to provide guidance in the committee organization, duties, responsibilities,
possible activities, record keeping and new ideas for improvement.
Meeting with Management
A meeting with management may be initiated by a member to discuss PDRMA’s
loss control philosophies and to assist in seeking alternative methods in implementing
loss control measures. PDRMA’s Risk Management Services staff can also
discuss any currently identified deficiencies or risks within the agency’s
safety program.
Specific Field Service Request
By request, RMS staff will assist members onsite in solving a particular safety
problem or evaluate a specific risk. Examples include a pre-inspection of a
special event, a walk-though inspection of a new facility, the evaluation of
a specific piece of equipment for safety issues or the layout of a particular
recreation facility such as golf driving ranges, sled hills, in-line skating
or skateboard areas.
Crisis Management Consultation
Members of the PDRMA RMS, Claim and Legal departments are on-call and will assist
members in managing crisis situations involving the public and the media. Emergency
after-hours assistance is available by calling 630-769-0332. Our Staff will
help in dealing with the media, preparing written statements, handling public
requests and meeting with employees affected by a severe loss at their agency.
Playground Audit Inspection Assistance
PDRMA Risk Management Services staff will assist members in beginning the one-time
playground audit process to determine compliance with the Consumer Products
Safety Commission and ASTM Playground Safety Standards. RMS Staff are Certified
Playground Safety Inspectors through the National Playground Safety Institute.
Accident Investigations
RMS Staff will visit members following significant or unusual losses to help
in conducting a comprehensive accident investigation and to assist members in
developing strategies to prevent reoccurrence. Following an onsite accident
investigation, recommendations may be provided in a report.
Aquatic Risk Management
PDRMA’s Risk Management Services staff is also specially trained in the
area of aquatic risk management and hold the Certified Pool Operator (CPO) designation.
As such, assistance can be provided in the areas of pool operations and management
with an emphasis on loss control and safety.

FAQ's
- My agency went through the loss control review last year, when is our next review period?
The frequency of the review process depends on the last review score. Accredited agencies are reviewed on a three year cycle. Members that score below 85% are reviewed on an annual basis. Members that score between an 85% and a 92.5% are reviewed on a three year cycle. Members that score above a 92.5% are given a choice between an annual review in an attempt to achieve accreditation or a 3 year cycle.
- What inspection forms are available?
PDRMA has several sample inspection forms on the LRN System. Use the LRN System’s search mechanism to obtain a full listing of the inspection forms available.

- We just finished the summer aquatic season, what is the process to get reimbursed for the lifeguard audits?
PDRMA coordinates directly with Ellis and Associates and Starfish Aquatics Institute to get the necessary audit reimbursement information. Summer season audit reimbursement checks are typically processed about 2 months after the end of the aquatic season. Winter audit reimbursement checks are sent in late Spring of each year.
