Overview
PDRMA’s Property/Casualty coverage has been custom-designed specifically
for park and recreation agencies. Whether you need coverage for zoo animals,
a pollution incident or your member foundation, we have the insurance products
you need to comprehensively protect your agency. PDRMA provides a broad range
of coverage with higher limits and at a substantial savings over other insurance
pools or the commercial marketplace.
A Long-Term Strategy...Stabilizing
the Cost of Managing Risk
PDRMA has developed a long-term strategy to insulate its members from the ups
and downs of the commercial insurance market. Survey results indicate that the number
one request of PDRMA members’ is to create a system that will provide rate stability for
insurance costs. To accomplish this goal, our strategy has included building
member net assets, the establishment of a Rate Stabilization Fund, the creation
and participation in an insurance captive and diversifying our investment portfolio.
PDRMA’s risk financing strategy has not only been to remain flexible and take
advantage of soft insurance market conditions, but also to make changes when the market
hardened. However, our top priority has always been to protect members’
interests and to negotiate the best possible terms and conditions for its coverage.
The result of this strategy has proven to be a successful long-term solution
to controlling and stabilizing each member’s insurance related costs.
Property Coverage
The main focus in structuring PDRMA’s Property Program has been to ensure
that the vast variety of member property is adequately covered, and that the
coverage is custom designed for park and recreation agencies. Coverage for property
such as golf course tees/greens and sand traps, nurseries, greenhouse plants,
landscaping, and trained animals has all been an innovation negotiated by PDRMA.

Liability Coverage
PDRMA provides its members with a strong insurance liability program with coverage
and limits that far exceed the industry average. PDRMA has used an innovative
approach to providing the highest possible liability limits through the creation
of and participation in risk purchasing programs and an insurance captive.
PDRMA is a founding member of Governmental Entities Mutual (GEM), an insurance
captive company owned by PDRMA and 14 other Pools. This program allows PDRMA to obtain
the best possible liability coverage at the most competitive cost.

Liability Policy
Workers Compensation Coverage
PDRMA’s Workers Compensation coverage program includes both Statutory
and Employers Liability coverage.
- Statutory coverage provides benefits as prescribed by state law
to employees for job-related injuries to the full cost of a claim per state
workers compensation statutes.
- Employers Liability provides coverage for claims or lawsuits brought
by parties other than the employee for damages they might have sustained because
of the employee’s work-related injury or illness.

Pollution Coverage
PDRMA’s Pollution program is designed to respond to a wide variety of
potential pollution incidents that a member agency may face including the following:
- Illegal dumping on your property.
- Migration of pollution from your property to another.
- Migration of pollution on to your property.
- Unknown past uses of your property.

Volunteer Medical Benefit
PDRMA recognizes the importance of the volunteers that assist our member agencies
in a wide range of activities. By statute, volunteers are not eligible for workers
compensation benefits if injured in the course of their volunteer duties;
therefore PDRMA provides limited medical accident benefits for injuries incurred
as a result of volunteer duties.
Underground Storage Tank Coverage
Members that own and maintain underground storage tanks in accordance with the
Illinois Leaking Underground Storage Tank (LUST) program are provided with a
benefit in the event of a tank leak.
