Brett Davis, MBA, CPCU, ALCM, ARe, ARM, GBA, AIC
President and Chief Executive Officer
Experience: 28 years
Brett works closely with the Board of Directors to develop the strategic
vision and direction for PDRMA. He advises the Board on organizational
policy matters and develops and implements operational policy.
Brett defines and implements strategies to fulfill PDRMA's mission and
vision including directing business development activities and exploring
new service and product opportunities. He is responsible for overseeing
implementation of coverage programs and maintaining reinsurance and alternative
risk financing solutions. As President and Chief Executive Officer, Brett
also serves as secretary to the Board.
Jason Bell, MBA
Director of Operations
Experience: 21 years
Jason directs and coordinates the internal operational activities of the organization to support PDRMA members and programs. He leads office Administration, Human Resources, Information Technology, Education and Training, and Communications functions. Jason also collaborates with PDRMA leadership to develop the agency's strategic plan and ensures operational initiatives remain aligned with short- and long-term goals.
Property/Casualty Program Director
Experience: 38 years
Tim directs the activities of the Claims and Risk Management Services departments and is responsible for developing and maintaining Property/Casualty coverage documents and commercial insurance policies. In addition, he ensures the division's procedures and processes comply with the appropriate regulations, laws and standard practices. Tim also manages all aspects of the underwriting function for the Property/Casualty Program and works with PDRMA Leadership to develop the agency's strategic plan and goals.
Edward Dutton, J.D.
Director of Legal Services and General Counsel
Experience: 33 years
Edward Dutton oversees and directs pending claims and tort litigation
against any PDRMA members. He also personally represents the members in
many tort lawsuits filed against them in Illinois trial and appellate
courts. Edward has tried several significant cases to verdict before juries
and regularly conducts appeals, including drafting briefs and
friend-of-the-court briefs. He has successfully argued before the
Illinois appellate and supreme courts in cases involving units of local
government. In addition, Edward regularly testifies before Illinois
legislative committees on matters affecting local public entities and has
helped draft and negotiate bills in the legislature.
Laura Ganschow, ARM
Health Program Director
Experience: 27 years
Laura directs all aspects of the Health Program, ensuring offered plans comply with legislation and provide members with a variety of options to meet their individual benefit goals. She also manages the development and delivery of wellness initiatives and tools to help member agency employees become aware of their health risk factors and better manage them. Laura works with PDRMA leadership to develop the strategic plan and direction for the agency.
Bob Tincu, CPA
Director of Finance
Experience: 26 years
Bob is responsible for all of PDRMA's financial operations including
managing the investment portfolio and overseeing PDRMA's relationship
with financial auditors, actuaries, and other service providers.
Bob ensures accounting and financial procedures, practices, and
records are in compliance with regulations and laws, and sets PDRMA's
financial objectives, procedures, and practices. In addition, he participates
in directing PDRMA's operations and developing its strategic plan.
